Home Child Care Provider and Home Support Worker Pilot Programs

 

Like many developed countries, Canada is in need of foreign health workers and caregivers who can provide health care to Canadian citizens and residents.

It is for this purpose that the Home Child Care Provider (HCCP) and Home Support Worker Pilot (HSWP) Programs were created. HCCP and HSWP enables Canadian citizens and Permanent Residents to hire foreign nationals who can provide health care to Seniors and Persons With Disabilities (PWDs) as well as child care. This program opened up pathways for health care workers to gain Permanent Residency status in Canada.

Every year, Immigration, Refugees and Citizenship Canada (IRCC) only processes 2,750 applicants for each stream. It is an extremely competitive program that in 2022, the cap was filled in 17 days!

Gone are the days when the old caregiver programs required that caregivers live with the families they worked for, which made them vulnerable to employer abuses, including poor working conditions, unpaid overtime, or even worse scenarios. In these new streams, living in the employer’s home is no longer mandatory.

HCCP and HSW: A Quick Summary of the Core Requirements

Language Ability

  • Should have at least a Canadian Language Benchmark (CLB) score of 5 in an approved language test
  • Said score should be achieved within two years prior to application for Permanent Resident status

Education

    • Possesses a Canadian post-secondary degree, diploma, or certificate of at least one year, or
    • Possesses a foreign degree, diploma, or certificate and an Educational Credential Assessment (ECA) as proof that the education that the applicant has acquired is equivalent to a Canadian one-year post-secondary degree.

Proof of Ability to Do the Job

  • Must submit evidence such as employment verification letters, pay stubs, work contracts, training certificates and other proof of work experience.

A Job Offer from a Household Employer in Canada

  • Yes, you read it right – household employers only. No facilities, hospitals or nanny agencies, whatsoever.

Have you already gained 24 months of work experience in Canada? You may be ready to apply now for PR!

In addition to the requirements above, you must update IRCC that you have already gained the required experience to apply for PR.

Work Experience

  • Authorized full-time employment in Canada for a period of 24 months (minimum 30 hours per week), or
  • Work experience should be acquired within 36 months preceding the date your application is submitted
  • Work must either be under National Occupational Classification (NOC) 4411 for childcare providers, and NOC 4412 for home support workers.
